Use a mix of tools. Google's PageSpeed Insights shows both lab and real-world data plus specific recommendations, Search Console reports Core Web Vitals across your whole site, and tools such as Lighthouse or WebPageTest help you diagnose individual pages.
Focus on real-world (field) data where you can, since that reflects what actual visitors experience, and prioritise your most important pages, home, key service and product pages, first.
